Ground rules of the Marion County Fish & Game Association.
Approved November 7, 2006.

1 These rules supersede all previous rules.

2 Failure to obey rules may result in suspension or loss of membership.

3 Rules governing the use of the clubhouse:

3.1 Members wishing to use the clubhouse for private social activities must submit a written request to the Secretary or Treasurer who will submit it to the Board of Directors for approval. A fee as set by the board of directors will be charged.

3.2 The clubhouse will be open for all special events.

3.3 Members are expected to help maintain the clubhouse.

4 General club and ground rules:

4.1 Each member may have a key to the gate. Only Board Members and Match Directors may have keys to other club properties.

4.2 All members must display their membership cards in a clearly visible manner while on club grounds.

4.3 A member's spouse and children under 18 are included in his membership.

4.4 If the gate is locked when you arrive, lock it behind you as you enter.

4.5 If the gate is locked when you depart, lock it behind you as you exit.

4.6 Don't litter.

4.7 No hunting or trapping on club grounds. The club grounds are a federally classified Wildlife Habitat.

4.8 No alcohol or illegal drugs are allowed on club property.

4.9 Swimming is not permitted.

4.10 Children must be under the direct supervision and control of an adult at all times.

4.11 Dogs must be leashed. They are not allowed in buildings.

4.12 Fishing is restricted to members.

4.12.1 Limit of 2 rods or lines per person

4.12.2 Size and bag limit are the same as the state regulations.

4.12.3 Goldfish and minnows are not permitted as bait.

4.12.4 No fish shall be dumped in the lake or on the grounds.

5 Range rules:

5.1 Some organized events with range officers may have rules which differ from these. During an organized event, the rules for that event supersede these.

5.2 The range is open form 8:00 a.m. until sunset (when the security lights come on).

5.3 Occasional visitors are allowed. Members are responsible for the actions of their guests, and will be help accountable for any rule violations committed by their guest. Visitors must pay a $5 fee before shooting. This fee must be placed in an envelope with their name, and the member's name on it; and put in the box on the clubhouse door.

5.4 All members and visitors must sign in on the sheet by the clubhouse door before shooting. Visitors must indicate who the host member is. This is not required for organized events.

5.5 No one under the influence of alcohol or any intoxicant is allowed on the range.

5.6 No smoking is allowed within 30 feet of any blackpowder guns or equipment.

5.7 Children on the range:

5.7.1 Children under the age of 5 are not allowed on the range.

5.7.2 Children must be under the direct supervision and control of a member at all times. At any time a child is on the range, the supervising adult must be within arm's reach of the child.

5.7.3 The adult member is responsible for the child's actions.

5.7.3.1 If a child violates a rule, the adult's membership may be suspended or forfeit.

5.7.3.2 One adult may supervise no more than two children under 12.

5.8 The range will be closed during maintenance such as grass mowing and frame repair.

5.9 Eye and ear protection must be worn by everyone on the range whenever the line is hot.

5.10 Target frames are to be used as follows:

5.10.0 A paper target must be secured to a cardboard backer which is placed in the frame.

5.10.2 The target is to be mounted in the center of the backer, to avoid frame damage and ricochets.

5.10.3 For pistol shooting only one target, with a single bullseye, per frame is allowed.

5.10.4 Do not use frames for any other purpose, or with any other target type.

5.10.5 All portable frames, stands or targets must be returned to the appropriate storage area after use.

5.11 All shooting must be done so that a bullet passing through the target, or missing the target, will directly enter a berm. Bullets should not strike the ground at any time.

5.12 All shooting must be done at 90 degrees to the firing line. Do not shoot across lanes.

5.13 Clean up any mess you make on the firing line. This includes brass.

5.14 Do not leave misfired or live ammo on club property.

5.15 Caliber restrictions:

5.15.1 Rifles:

5.15.1.1  Only .22 rimfire and .17 rimfire are allowed. (Amended 11/7/2006)

5.15.1.2   .22 magnum and 5mm rimfire are not allowed.

5.15.1.3   Marion County Fish and Game allows the sighting in of rifles in the calibers of 38 special, 357 magnum, 44 special, and 44 magnum, provided that the rifles are fired from a bench rest at paper targets. (Amended 06/03/2008)

5.15.2 Handguns:

5.15.2.1 Cartridges which were originally chambered in handguns and which do not exceed 1000 fps by factory specification are allowed.

5.15.2.2 Cartridges which were originally chambered in handguns and which are handloaded to under 1000 fps are allowed.

5.15.2.3   .22 short, long and long rifle are allowed.

5.15.2.4

    ... are allowed.

5.15.2.5 Cartridges allowed by the S.A.S.S. for use in handguns ( this includes .32-20, .38-40, .44-40, etc. ) are allowed.

5.15.2.6 Cartridges not allowed under 5.15.2 are prohibited unless approved by the Board of Directors.

5.16 During scheduled matches, all other shooting is prohibited.

5.17 Drawing from a holster and firing is not allowed.

5.18 When shooting trap, load only when it is your turn to shoot, and load only the required number of shells.

5.19 All shooting must be done from the forward portion of the firing line.

5.19.1 This includes shotgun shooters, when other shooters are present.

5.19.2 If only shotguns shooters are present, they may fire and throw targets from immediately in front of the line.

5.20 Uncased firearms may not be handled in any way unless the line is hot.

5.21 All uncased firearms must have the actions open and be completely unloaded at any time the line is cold.

5.21.1 Semiautos without a slide holdback mechanism should have an empty case inserted to hold the slide open.

5.21.2 Magazines may be handled and loaded, but not placed in the gun.

5.21.3 Blackpowder guns must have the caps removed, pans clear, and hammers down. Any loaded blackpowder gun must be cleared by firing before the line can be made safe.

5.22 Range use:

5.22.1 North range (left end) may be used for: black powder, off hand rifle, benchrest rifle, rimfire handgun and shotgun.

5.22.1.1 Centerfire pistols may be shot on the North end of the range as long as BOTH the following apply:

  • Only paper targets are used.
  • Only the established target frames are used.

5.22.2 Center of range may be used for: Black powder, three position rifle, bench rest rifle, handgun and shotgun.

5.22.3 South range (right end) may be used for handguns only.

5.22.3.1 If the handgun range is not crowded, a member shooting a handgun may also use longarms on this part of the range.

5.22.3.2 If the handgun range is crowded, it should be used strictly for handguns.

5.22.4 Airguns with grater than 25 ft/lbs of muzzle energy will be subject to the same rules as .22 rimfire rifles.

5.22.5 Airguns with less than 25 ft/lbs of muzzle energy may be fired from any section of the range.

5.22.5.1 Other areas of the club property may also be used, as designated by the field target Match Directors.

5.22.5.2 While on the firing range, airgun shooters must follow all range rules, and use the same protocol as firearm shooters.

6 Range commands and gun handling:

6.1 Anyone on the range may call a CEASE FIRE at any time he sees a potentially hazardous situation.

6.1.1 CEASE FIRE is used only if an active hazard exists, such as a child running out onto the range, or someone climbing over the backstop.

6.1.2 CEASE FIRE requires all shooters to immediately stop firing, and point their guns in a safe direction while unloading them.

6.2 If a range officer is present, he will explain the rules. Do what he says.

6.3 If no range officer is present:

6.3.1 the firing line (entire concrete area forward of the windbreak) can be either hot or cold.

6.3.1.1 If the line is hot:

6.3.1.1.1 Firearms may be handled.

6.3.1.1.2 Firearms may be loaded and fired.

6.3.1.2 If the line is cold:

6.3.1.2.1 Firearms may not be handled in any way.

6.3.1.2.1.1 This means absolutely no handling of firearms, not even to put them in a case.

6.3.1.2.1.2 An uncased firearm may only be brought on, or taken off the line, if the line is hot.

6.3.1.2.2 The line is completely safe, with no loaded firearms.

6.3.2 To make the line cold:

6.3.2.1 Call CLEAR and point out to the range. It may take several minutes for the line to clear. If a shooter is completing a string of shots, he may ignore this command until he is done.

6.3.2.1.1 When done shooting, each shooter must clear his gun by removing all ammunition (and the magazine, if present) and locking the action open. The gun must then be cased, or set on the bench pointing downrange. After his gun is clear, each shooter must step back from the line.

6.3.2.1.2 The line cannot be made safe until each person on the line has stepped back.

6.3.2.2 When the person who initially called CLEAR sees that everyone has stepped back, he should raise both hands. When each shooter responds by raising both hands, he may then call THE LINE IS COLD. At this point the part of the range is front of the firing line may be entered.

6.3.3 To make the line hot:

6.3.3.1 Make sure that no one is in front of the firing line.

6.3.3.2 Call READY

6.3.3.2.1 When ready, everyone on the line must respond by raising one hand.

6.3.3.2.1.1 Because there are some visual obstructions on the firing line, shooters should step back slightly before gesturing, so everyone can see.

6.3.3.2.1.2 If a shooter sees some reason the line should not go hot, he must step back from the line and raise both hands.

6.3.3.3 When the person who initially called READY sees that everyone has raised one hand, and that no one has both hands raised, he should raise his hand and call THE LINE IS HOT. At this point shooting may begin.

6.4 Rule violations:

6.4.1 Failure to obey range rules may result in suspension or loss of membership.

6.4.2 It is the responsibility of all members to see that association rules are followed. If a member witnesses a rule violation, the following steps should be taken:

6.4.2.1 Identify the member or guest in violation.

6.4.2.2 Inform the person in violation of the rule he broke.

6.4.2.3 If the violation is such that it constitutes a safety hazard, request that the person leave the range. Examples of violations that warrant this action are:

6.4.2.3.1 Discharging a firearm when the line is cold

6.4.2.3.2 Any accidental discharge of a gun.

6.4.2.3.3 Allowing an uncased firearm to point at a person.

6.4.2.3.4 Shooting in a manner such that it is likely that a bullet would leave the range.

6.4.3 If a member or visitor is accused of committing a safety violation, and is asked by a member to leave he should:

6.4.3.1 Leave the firing line.

6.4.3.2 Write down the name of all parties concerned, and details of the rule violation. Place the note in the box on the door of the clubhouse.

6.4.3.3 Wait to be contacted by a Board Member

6.4.4 If a Board Member witnesses a rule violation he may, at his discretion, do one of the following:

6.4.4.1 Immediately suspend membership privileges and confiscate the membership card and gate key of the member in question.

6.4.4.2 Inform the member of his rule violation and report it at the next meeting.

6.4.4.3 Warn the member

6.4.5 Members wishing to defend their actions must attend the next member meeting.

6.4.6 Members deemed to be habitual offenders will be subject to fines, suspension, or expulsion at the discretion of the board.
